Homeland Security supports science and technology research

Department of Homeland Security invites applications for university research in science and technology (S&T) mission areas.

Examples of research that will be considered for funding include: evaluation of novel approaches to confronting homeland security challenges; basic research to provide data, understandings or models that support policy decisions by DHS; and S&T and operations research evaluations promoting revolutionary concepts that align with the DHS mission and its component agencies' operations.

The solicitation is more specific than this. Up to $800,000 is expected to be available to support up to 15 grants having a one-year project period. Awards of up to $250,000 may be made.

Only accredited institutions of higher education capable of conducting and facilitating substantial international research are eligible to submit applications, which are due May 21, 2007. More information is available at the grants.gov Web site.

Advisory panel proposes that scientists monitor their own security-related research

The National Science Advisory Board for Biosecurity proposed on Thursday, April 19, 2007, ways for scientists and universities to minimize the risk that terrorists would use research findings about disease-causing microbes to mount biological-warfare attacks. The panel would give individual scientists much of the responsibility to police their conduct and decide how much sensitive information they publish.

In another significant recommendation in its draft report, the panel suggested that the self-regulation be broadened beyond biology to include other scholarship, like psychological studies of terrorists, mathematical modeling, and chemical-engineering research, in which publication might compromise national security.
